Director of Early Outreach and Support Programs (Administrator III ...

ESSENTIAL JOB FUNCTIONS :

Under the general supervision of the Vice President (VPSAES) for Student Affairs/ Enrollment Services, the Director of Early Outreach and Support Programs (EOSP) provides overall leadership, direction, coordination, evaluation, and administration for assigned programs and services to improve student preparation and assist in ensuring CSUMB's recruitment goals. The programs include Educational Opportunity Program (EOP), Early Assessment Program (EAP), Educational Talent Search (ETS), Upward Bound (UB), Student Support Services (SSS), & Migrant Student Support Services (MSSS). Programs will be managed in a manner that maintains CSUMB's goal to establish innovative programs involving campus-wide commitment to serve a diverse student population.

  1. Plans, organizes, directs, and evaluates all aspects of Federally Fund Programs (UB, ETS, and SSS) and our state supported programs (EOP, MSSS and EAP). These programs provide college services to students and their parents. Responsibility will include conceptualization, development and implementation of program services described in grant objectives. Serve as primary contact person and representative to the U.S. Department of Education. Responsible for budget for each program. Direct and indirect supervision of office staff. Serves as the resource person for academic departments and the Division of Student Affairs on matters related to student's preparation. Prepares grant reports for submission. Works collaboratively with the Office of Admissions & Recruitment, Office of Financial Aid, and Undergraduate Advising as well as other university offices.
  2. Knowledge of federal regulations that apply to federal grant programs. Knowledge and training in Federal TRIO Regulations, EDGAR, OMB and OME Grantee obligations. Skilled in grant proposal program implementation and evaluation and in remaining flexible in times of changing federal regulations. Skilled in evaluation, policy analysis, and development. Knowledge of other statewide and school-based outreach programs.
  3. Develops, coordinates, plans, implements, and evaluates programs/services contributing to the improvement of student preparation for college/university studies through existing Educational Equity and early outreach programs (EOP, ETS, UB, SSS, & MSSS). Maintains programs, policies and procedures, including informing or training CSUMB and outside community members about related program issues, needs, and mandates. Provides direction and leadership for personnel in each respective program to ensure that staff advise, assist, and mentor disadvantaged and prospective students in overcoming traditional, social, economic, psychological, and educational barriers to attain a positive learning experience and promote independence, life-long learning, and health.
  4. Coordinates and develops campus-wide collaborative relationships with other enrollment and retention programs, particularly with Academic Affairs. Works closely with Admissions and Recruitment, Financial Aid, UB, SSS, MSSS, ETS, University Advancement, Grants and Contracts, CSUMB Foundation, Conference & Events, all academic colleges and departments, and appropriate faculty and staff that support student success from prospect status through matriculation and graduation. Serves as a liaison between CSUMB community (students, staff and faculty) and service providers and resource partners; represents Student Affairs and the University at internal and external functions and events. Establishes and maintains collaborative efforts with area providers and resource partners for services, support programs, and activities.
  5. Assists and advises the VPSAES regarding issues, trends, and innovative opportunities to meet campus and community needs. Keeps informed of current issues surrounding enrollment, recruitment, educational equity and early outreach goals. Works closely with the Director of Institutional Assessment and Research to determine student feedback regarding services provided.
  6. Knowledge of financial management principles including budget forecasting, cost analysis, fiscal control maintaining cost effectiveness, contracting for services as required in order to develop and implement the department budget. Hires, supervises and evaluates personnel, providing opportunities for training and staff development.

Other Functions :

  1. Participates in the Program Review process.
  2. Directs grant proposal writing to ensure continued funding for grant programs.
  3. Performs other job-related duties and special projects as assigned.

KNOWLEDGE AND ABILITIES :

Knowledge of: federal, state, CSU, and campus financial aid laws, regulations, and policies; familiarity with and commitment to the CSUMB Vision Statement; experience working successfully and providing leadership within a culturally diverse institution of education; understanding of the academic support needs of students from culturally diverse and historically underserved communities; effective work policies, practices, and procedures. Thorough knowledge of: modern management and administrative techniques related to the development and implementation of appropriate methods of work planning, scheduling and coordination in a team environment to meet changing organizational objectives and to insure the accomplishment of all work in a timely and effective manner. effective supervisory principals, practices and techniques; modern management and administrative techniques related to the development and implementation of appropriate methods of work planning, scheduling and coordination in leading a team to meet changing organizational objectives; Excellent management, administrative, organizational and interpersonal skills with demonstrated experience in managing multiple projects and diverse teams.

Ability to: use analytical, problem-solving and organizational skills; work creatively and independently; communicate effectively both orally and in writing; plan, organize, manage, direct, and train others in the formation, maintenance, and support of student support and ancillary programs and services; use supervisory principles, practices, and techniques to accomplish results through delegation and motivation; plan, direct, assess and determine program functions, setting deadlines and completing projects accordingly; work collaboratively in the development and administration of program areas; administer and forecast budgets; design support programs to meet organizational objectives; and effectively establish and maintain cooperative working relationships within a diverse, multi-cultural environment.

MINIMUM QUALIFICATIONS :

Equivalent to a master's degree from an accredited institution in Social or Behavioral Services, Counseling, Student Development in Higher Education, Student Affairs, or a related field AND five (5) years experience in agencies or institutions creating and managing programs/services that address economically, educationally or physically disadvantaged populations, including two (2) years experience in program coordination, development and/or management of student support.

DESIRABLE QUALIFICATIONS :

Second language proficiency. Highly desirable : Demonstrated understanding of and commitment to the CSUMB Vision Statement and the core values of mutual respect, collaboration and service orientation, multiculturalism and diversity, community service and institutional excellence. Experience working with a diverse and multicultural population and performing community services; demonstrated technical literacy

SPECIALIZED SKILLS REQUIRED :

Proficient in the use of personal computers including word processing, spreadsheet and database software. Demonstrated ability to address the essential functions associated with this position including the knowledge and abilities identified above.

WORK ENVIRONMENT :

Office environment with standard equipment and tasks. Position requires working at a computer and desk for

extended periods of time. Requires travel between campus offices and off-campus locations.
