Jamie Dupree's Washington Insider: Chief Justice Roberts delivers for President Obama

With the Supreme Court sharply divided, the Obama health law was saved by Chief Justice John Roberts, who sided with the four more liberal justices on the Court to uphold both the individual mandate and the overall health reform plan.

It was a supremely ironic outcome, as the Roberts Court has been heavily criticized by Democrats in the Congress and the White House in recent years - in fact - go back to 2005 when the Chief Justice's nomination was up before the Senate, and you will find Senators named Obama and Biden were two of the 22 votes against.

Today though, the Chief Justice delivered the President a major political victory.

The Chief Justice came up with a very interesting ruling, as he rejected the idea that the individual mandate was constitutional under the Commerce Clause - instead, he found that it was okay under Congress' power to tax.

That course was blasted by the Supreme Court's minority, as Justices Scalia, Thomas, Alito and Kennedy labeled the final decision, "vast judicial overreaching."

Police: Adult 'provoked' small children to fight

Authorities in California are trying to identify the people responsible for a video that showed two young children fighting.

In the video, titled "My nephew messed him up for picking on his home boy," two boys are seen kicking, punching and choking each other while an adult shooting the video eggs them on.

An adult voice in the video can be heard saying, "Get off the ground, Charlie."


The video ends when a child breaks up the fight.

Someone found the video -- first posted on Facebook -- and reported it to the San Bernardino County Sheriff's Department.

Sheriff's officials said it appeared the kids were being "provoked by an adult."

?What?s most disturbing is that there are adults nearby that are not stopping it,??department?spokesperson Cindy Bachman, "The adults that are seen in the video are not setting any kind of example for these children."

The location of the fight and the time it was taken were unknown.

Might and Magic Clash of Heroes coming to iOS and Android devices

Might and Magic: Clash of Heroes, previously released on DS, XBLA and PSN, will soon be available for iPhone, iPad, iPod touch and Android, Ubisoft has announced.

Clash of Heroes takes place 40 years before the Heroes V saga. Scattered across five different regions of Ashan, five special heroes must travel their own dangerous paths to grow in strength, unravel a demonic plot, and ultimately save the world from Chaos.

Ubisoft hasn't put a firm date or price on the game.

Wildfire victims crowd shelters as fight continues

COLORADO SPRINGS, Colo. (AP) ? Fire crews fought to save the U.S. Air Force Academy and residents begged for information on the fate of their homes Wednesday after a night of terror sent thousands of people fleeing a raging Colorado Springs wildfire.

More than 30,000 have been displaced by the fire, including thousands who frantically packed up belongings Tuesday night after it barreled into neighborhoods in the foothills west and north of Colorado's second-largest city. With flames looming overhead, they clogged roads shrouded in smoke and flying embers, their fear punctuated by explosions of bright orange flame that signaled yet another house had been claimed.

"The sky was red, the wind was blowing really fast and there were embers falling from the sky," said Simone Covey, a 26-year-old mother of three who fled an apartment near Garden of the Gods park and was staying at a shelter. "I didn't really have time to think about it. I was just trying to keep my kids calm."

Wilma Juachon sat under a tree at an evacuation center, wearing a mask to block the smoke. A tourist from California, she was evacuated from a fire near Rocky Mountain National Park last week and, now, from her Colorado Springs hotel.

"I said I hope it never happens again, and guess what?" Juachon said.

Shifting winds challenged firefighters trying to contain the 29-square-mile Waldo Canyon blaze and extinguish hot spots inside the city's western suburbs. Winds were calmer Wednesday night.

Some 3,000 more people were evacuated to the west of the fire, Teller County authorities said Wednesday, and Teller County courts were closed through Thursday.

Meanwhile, the White House said President Barack Obama will tour fire-stricken areas of Colorado on Friday and thank firefighters battling some of the worst fires to hit the American West in decades.

Colorado Springs Police Chief Peter Carey said Obama's visit to Colorado, considered a key battleground state in the presidential election, would not tax the city's already-strained police force. Gov. John Hickenlooper said he expected the president might sign a disaster declaration that would allow for more federal aid.

The full scope of the fire remained unknown. So intense were the flames and so thick the smoke that rescue workers weren't able to tell residents which structures were destroyed and which ones were still standing. Steve Cox, a spokesman for Mayor Steve Bach, reported that at least dozens of homes had been consumed.

Indeed, authorities were too busy Wednesday struggling to save homes in near-zero visibility to count how many had been destroyed in what is the latest test for a drought-parched and tinder-dry state. Crews also were battling a deadly and destructive wildfire in northern Colorado and another that flared Tuesday night near Boulder.

Carey said officials had no plans to release the numbers of homes destroyed ? insisting residents have a right to be told first, in private.

FBI spokesman Dave Joly said federal investigators are working closely with local and state law enforcement to determine if any of Colorado's fires were deliberately set or resulted from criminal activity. He did not elaborate.

Colorado Springs Fire Chief Rich Brown said his personnel heroically saved many homes in the midst of the firestorm. The strategy: protecting houses adjacent to those in flames to prevent a domino effect and then racing to the next suburban hot spot, a technique he called "triage." Federal firefighters worked with U.S. Army bulldozer crews from nearby Fort Carson to create perimeter lines.

The Waldo Canyon Fire burned about 10 acres along the southwest boundary of the Air Force Academy campus. No injuries or damage to structures ? including the iconic Cadet Chapel ? were reported.

Academy officials were relocating about 550 cadets off academy grounds late Wednesday. About 200 cadets in summer academics were being moved to the University of Colorado-Colorado Springs, and 350 others in airmanship and other training programs were released to local sponsor families, the school said. The cadet area isn't immediately threatened, and an incoming class of more than 1,000 is still scheduled to arrive Thursday.

Fort Carson had 121 soldiers building firebreaks around parts of the academy, aided by equipment including 10 heavy bulldozers, four excavators, 13 military transportation and support vehicles, and one commercial road grader, Army officials said.

The Red Cross was accommodating victims at its shelters, with space enough for perhaps 2,500 people. Most evacuees were staying with family and friends.

Colorado wasn't the only state affected by fire, as several burned throughout the parched West.

Tom Harbour, director of fire and aviation management for the U.S. Forest Service, said that with several fires burning, there is competition for firefighting resources, but "we're still at a point where we've got lots of available assets to mix and match on individual incidents."

Harbour said there's a difference between what incident commanders want and what they need to fight a fire effectively. And despite some criticism, he said the agency has been working to get equipment where it's needed most. Four military C-130 tankers, which can each carry up to 3,000 gallons of water, are positioned to cover the blazes burning near Colorado Springs and Fort Collins, as well as the entire Front Range if another fire were to break out, he said. At total of 18 air tankers were assigned to wildfires across the region.

Overall, there have been fewer fires and less acreage burned for the first six months of the year than for the same period in the previous six years. Some states are seeing fires earlier this year, but Harbour said resources are far from being exhausted.

"With over 10,000 firefighters in the Forest Service and the ability to get over 700 aircraft of all types, we're feeling cautiously confident when you look at the season as a whole," Harbour said.

Among the fires elsewhere in the West:

? A central Utah wildfire has destroyed at least 56 structures, mainly homes, and continues to burn with little containment, authorities said Wednesday. Officials expected the damage estimate to rise considerably as they continue their assessment of the fire-ravaged area between Fountain Green and Fairview and north across the Utah County line. Authorities were about halfway through their damage assessment of a fire that has burned about 72 square miles. Officials returned to an evacuated area and found a woman dead Tuesday.

? Wildfires that have torched more than 200 square miles and burned dozens of homes in southeastern Montana spread farther Wednesday, with additional evacuations ordered after a blaze south of Roundup jumped a perimeter line built by firefighters. The growing Dahl fire, which has burned more than 60 homes by one estimate, forced an unknown number of residents to leave their homes near its southern flank, on top of an estimated 600 people evacuated the day before.

"That's one of the most dangerous fires in the history of Montana," Gov. Brian Schweitzer said.

? A wildfire in the Bridger-Teton National Forest has grown from about 2,000 acres to 12,000 acres, or nearly 19 square miles, officials said Wednesday. Authorities worked to get campers out of the area.

David Vognar: An Interview with David Kennedy About Chicago Homicide

David Kennedy, author of the popular book Don't Shoot and professor at the John Jay College of Criminal Justice, has been working with the Chicago Police Department (CPD) since the summer of 2010 to reduce homicides in Chicago, employing a violence reduction strategy in District 11, District 7 and District 15. The efforts have had notable success. Sifting through the preliminary data, Kennedy said, "In (District) 11 there's been a homicide reduction, depending on what period you're talking about, of between 40 and 20 percent."

Working with the CPD, the State's Attorney's Office and the Illinois Department of Corrections, Kennedy and his team employ a meticulous strategy to compel gang members and others not to commit violent crime. They host call-ins with known criminals or those who might commit crimes in dangerous neighborhoods to warn them about strict enforcement for violence. "The call-in is a way of talking to the gangs out in the neighborhood. It's not directly about the individuals in the call-in," Kennedy said. Kennedy said that his team sees impact on behavior by the second or third call-in. Only District 11 has advanced past a first call-in in Chicago.

Contrary to what one might imagine, the call-in does not feature officers cutting deals with gang members like in the popular TV series The Wire. "We never ever say we'll be lenient," Kennedy said. "We say there is a new reality around violence. And people cannot imagine saying to somebody, 'We're giving you prior notice, here's how you do things, we're going to insist that you not be violent,' without somehow making that a trade or a negotiation. It's not a trade or a negotiation. It's saying everything is going to go on as before except around the violence. When there's violence we're really raising the ante."

The violence reduction strategy grew out of similar efforts in the early 2000s to intervene to reduce gun carrying and gun use called Project Safe Neighborhood. Using similar strategies to Kennedy's, the efforts saw a 35 percent reduction in homicides in targeted neighborhoods in the first two years after the project started and individual changes in the behavior of people who went to the call-ins.

Kennedy has a team of three working on the ground in Chicago, funded by a MacArthur grant. He also brings in outside experts, some who worked on the predecessor projects, to help in the effort. Originally started under police Superintendent Jody Weis, the strategy eventually resumed under new police Superintendent Garry McCarthy. They use what is known as faction-level analysis to pinpoint problematic people in neighborhoods. "Saying you have a problem with the Vice Lords is like saying you have a problem with cars. It doesn't tell you what's going on on your block," Kennedy said. The increased specificity of being able to tell who has been violent and who might become violent has appealed to the CPD, which has built this type of analysis into its information systems, Kennedy said. "Once they saw that, they said, 'This makes all kinds of sense. We're going to do this city-wide.'"

The exactness Kennedy uses is his analysis is key to his work. He only focuses on a certain type of violent crime, homicide. And he only focuses on those known to have committed past violent crimes or have large rap sheets. "We have no reason to suspect that it would have any meaningful impact on domestic violence, for example," he said. "It's probably not to have any large impact on street robbery. It's aimed at a very narrow category of lethal violence. And one reason to think that it works is because it is that carefully focused and specified."

Such thinking certainly affects his perception of the problem. Kennedy views the violence epidemic as tragic, but a tragedy mostly confined to a certain unfortunate set of people. He calls into question the popular notion that everyone in dangerous neighborhoods will either be victimized or victimize. "What turns out to be true no matter where you go," he said, "is the violence is always driven by a very small population of very distinct offenders... In those groups you find guys who have astronomically high rates of criminal offending and really extreme criminal records."

Superintendent McCarthy took flak recently for saying there is "a perception issue" at work in the way we talk about increased crime in Chicago. Indeed, homicides were down 17 percent in the last month, even though they are up 35 percent over the past year. But he may have struck at a deeper truth illustrated by Kennedy's detail-oriented perspective on violence: How bad the violence is depends on who you are and where you are.

Kennedy's outside partner on the project, University of Massachusetts at Amherst professor Andrew Papachristos, is applying social network analysis to gain data for the project that highlights the perceptual aspect of the problem. "He can find a network of 1,500 people who are connected by their criminal activity or apparent criminal activity" in addition to finding people responsible for most homicides in the area in the past five years, Kennedy said. "If you are not in that network, your homicide risk is about the same as anybody else in Chicago no matter where you live. So essentially, if you're not in that network even though you are in the most dangerous neighborhood of the city, you are not at elevated risk." The national average rate for homicides is 5.5 per 100,000 people. That figure is under the global average of about nine per 100,000 people . But the U.S. leads the developed world in youth mortality rate, with almost 60 per 100,000, in part due to violence.

"A violence problem that can look like it's about a city or a neighborhood something racial or at risk youth or troubled families or a whole bunch of very broad categories can actually be filtered down to a tiny number of people whose names we know," Kennedy said. "And those folks are extraordinarily active and at extraordinary high risk."

As one might expect, Kennedy's laser-like focus on the violence makes him question efforts to solve the violence problem through addressing unemployment, despite the connection some studies make between unemployment and violence. He notes that these strategies do not have the same immediate impact on homicide as his strategy does and that even the long-term unemployed are unlikely to shoot anybody.

And while Kennedy's strategy is unlikely to quickly change the diverse causes of homicides or address non-violent crime, which is also plaguing many neighborhoods and making them unattractive for businesses and unsafe for visitors, his logic may be wise. In a famous Buddhist parable, a man is shot by a poisonous arrow but as a doctor tries to remove it, the victim protests, wanting to know who shot him, how old they were, what caused them to do it. Buddha's explanation was that we should treat the problems plaguing us first and worry about the larger questions like causality later. As more data come in, Chicago will see if the strategy is enlightened or not.

Samsung's US Galaxy S III launch is turning out to be quite the muted affair. Along with news of staggered Sprint and T-Mobile releases, AT&T is now adding that its Galaxy S III version likely won't make June 21st at all. Pre-order customers who were promised the phone this week are instead being told to wait until June 25th; they might get it early, should the smartphone stars align properly. If you're having pangs of regret for not pulling the trigger earlier, you'll have to wait up to 10 business days before before that Marble White or Pebble Blue beauty shows at your door. AT&T is pinning the delay on short supply, much like its fellow American launch carriers.

Not that the lack of handsets is stopping Samsung from kicking off an elaborate launch campaign of its own. Along with the usual celebrity and Times Square stunts, the Korean corporation is starting up a curated media hub, Beacon, and placing NFC-equipped Share-to-Go Stations: those in the happy position of carrying a Galaxy S III in their hands can download free content just through swinging by a kiosk. Kickstarter pledges more transparency, publishes project stats page with daily updates

Every time we boot up a browser there appears to be a new iPad mount or Arduino project on Kickstarter, but just how many projects have there been to date? How many were successful? And how much might that microfunding startup be netting in commission cash? You can find all those answers through a new Kickstarter stats page (and some number crunching on a calculator), updated daily with key raw data that's tallied, and broken up by category as well. To date, 60,786 projects have launched, of which 24,986 (44 percent) were successfully funded, 31,722 failed and 4,078 are currently active on the site. Of the $261 million that's come in, $219 million has been in the form of "successful dollars," representing $10.95 million in income for the company itself based on a five-percent commission rate -- roughly the same amount raised for Pebble, a single project. Speaking of million-dollar-plus projects, there have been a total of seven, including one in the Music category, three in Games, two in Design and one in Comics (Pebble falls within the Design category, not Technology). APNewsBreak: Likely insider attack kills US troop

(AP) ? In the latest likely case of an insider attack, an American service member was killed and several others injured Monday when individuals dressed in Afghan police uniforms turned their guns on them in southern Afghanistan, U.S. officials said.

Jamie Graybeal, a spokesman for the International Security Assistance Force in Afghanistan, confirmed the death and said that the three Afghan shooters fled and are being sought. Although they were wearing police uniforms, it was not yet certain if they were actually Afghan police or were just wearing the clothing.

Other U.S. officials said that nine U.S. troops were injured in the shooting, mostly with fairly minor wounds. The officials spoke on condition of anonymity to discuss an investigation.

Neither Graybeal nor other officials would say which branch of the service the U.S. troops were from or provide details on the location of the shooting.

The number of insider attacks in Afghanistan has escalated, with more than a dozen fatal assaults already this year, that have led to more than 20 deaths.

Last year there were a total of 21 fatal attacks that killed 35 coalition service members, according to ISAF figures. That compares with 11 fatal attacks and 20 deaths the previous year. In 2007 and 2008 there were a combined total of four attacks and four deaths.

Officials have not routinely reported the attacks when troops were wounded until a recent Associated Press story detailed the omission. They don't usually disclose the number of service members who are wounded in the fatal attacks.

The attacks spiked after a series of mistakes and other behavior problems by U.S. troops serving in Afghanistan, including the accidental burning of Qurans and other religious materials earlier this year.

Efforts to drawdown the number of U.S. troops in Afghanistan ? currently at 88,000 ? rely on the Americans working closely with their Afghan partners to train and mentor them so that they can take over the security of their country. But such insider attacks fuel distrust between the troops and have triggered increased security protections for the U.S. service members serving in Afghanistan.

It's a bit larger and heavier than either camera, measuring 2.6 by 4.6 by 1.7 inches and weighing 11.1 ounces without a lens. (The NEX-5N is 2.4 by 4.4 by 1.6 inches, 9.5 ounces.) The rear LCD tilts, but unlike other NEX cameras, it can face all the way to the front for self portraits. When placed in that position it automatically activates a 3-second self timer and?flips the image horizontally, so that you get the natural feeling of looking in a mirror. Of course, once the actual photo is taken it is saved to the memory card in a normal orientation. The front-facing capability does have a cost. The downward tilt, which is useful when taking shots with the camera above your head, is not as deep as in other models, and if you opt to use the EVF, it blocks a good portion of the view when the LCD faces front.

The larger body also makes room for a built-in flash. It's identical to the one found on the pro-level Sony Alpha NEX-7 ($1,349.99, 4.5 stars), and is hinged so that you can bounce light off of a ceiling to add softer illumination to a scene.

Despite being small for an interchangeable lens camera, the NEX-F3 packs an APS-C image sensor?the same size found in most D-SLRs. Compact systems cameras that use smaller sensors, like the Nikon J1 ($649.95, 3.5 stars) and the Olympus PEN E-PL3 ($699.99, 3.5 stars) have smaller lenses since the physical area that needs to be covered with light isn't as great, but they sacrifice some of the ability to create shallow depth of field. The 18-55mm (27-82mm equivalent) zoom lens included with the F3 isn't quite as large as a typical D-SLR kit zoom, but it's pretty close.

One area in which Micro Four Thirds trumps the NEX system is lens availability?Sony has released a number of lenses for NEX cameras in the past year, but it still lags behind the Micro Four Thirds library. The NEX system currently lacks a fast f/1.4 lens, and the longest telephoto optic only reaches 210mm.

Aside from its new hinge mechanism, the rear LCD is unchanged from the NEX-C3. It's a 3-inch display with a 921k-dot resolution and a 16:9 aspect ratio. The Live View frame is justified left, while a strip to the right displays the current function of the camera's programmable controls. You can customize three soft keys to suit your needs. My typical configuration is to set the bottom button as a focus assist, as I often use manual focus lenses with the NEX system, and I set the center button to bring up the Shooting Mode menu and use the right button to adjust ISO. In addition to the programmable controls, the camera has dedicated buttons for Drive Mode, EV Compensation, playback, and movie recording.

The menu system is vast and sprawling. Thankfully, once you have the camera configured to your liking you won't have to spend too much time adjusting things, but you may find yourself scratching your head in order to locate specific settings. Hitting Menu on the back of the camera brings up six options: Shoot Mode, Camera, Image Size, Brightness/Color, Playback, and Setup. If you can remember that Focus options are in Camera, Exposure controls in Brightness/Color, and any sort of customization options are in Setup, you should be good to go.

Auto Portrait Framing and Clear Image Zoom options are both located in the Camera menu, but are only active if you're shooting in JPG mode. The former works automatically, saving a cropped version of a portrait alongside your original shot?both in full 16-megapixel resolution. You'll have to activate Clear Image Zoom, which effectively doubles the focal length of your lens via an in-camera crop, although it can be programmed as a soft key function. Unlike traditional cropping, the image is saved as a full-resolution file, with some in-camera?interpolation to better preserve detail. It isn't as sharp as with a telephoto lens, but if you're a JPG shooter and don't plan on making large prints, there is absolutely no reason not to use the function to increase the reach of your lens?the resulting files will be more than adequate for online sharing, and will retain enough detail for printing in, say, a photo book.

Takara Tomy's i-SODOG might not be as intimidating as other robotic quadrupeds, but it sure is a charmer. Freshly unveiled at the Tokyo International Toy Show, the puppy comes laden with touch sensors, 15 custom servos and a microphone, letting its master command it with up to 50 unique voice cues. The mechanical mutt's mind packs some basic artificial intelligence as well, allowing it to learn and modify its behavior based on the user's commands. If the pup flunks out of digital dog training, however, its owner can always assume control directly with the i-SODOG iOS / Android app or from a dedicated controller. Fido's chasing a Spring 2013 release for 31,500 yen ($400), but there's no word on a release outside of Japan. In the meantime, a video of the plastic pooch in action awaits you after the break.
